Addition of a Ravnos Subcoord

Due to an oversight on my part during the last bylaw revision, I am nowproposing that a Ravnos sub-coord position be added to the Coordinator
Bylaws, Section 2a.

Current bylaw:

2. Appointed Coordinator Positions

a. The following Coordinator positions shall be appointed by, and
report to, the Head Coordinator and Assistant Head Coordinators as needed
until such time as the Council feels the genre requires an elected
Coordinator position:
1. Wraith
2. Changeling
3. Kuei-jin
4. Mage
