Pursuant to Coordinator Bylaw §3.C.iii, I, Dora Jay, as Changing Breeds Coordinator, do so propose the following. It should be noted that this proposal has the potential to autopass.

  1. Lost Tribal and Breed Gifts and Rites - PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Changing Breeds

    1. Any character who learns a gift or rite belonging exclusively to one of the extinct or lost Changing breed or Garou tribes (defined for this purpose as the Apis, Bunyip, Camazotz, Croatan, Grondr, and White Howlers).

  2. Using the Mokole gift Steal Shape to create new varna or alter character's changing breed - PC: Majority Vote - NPC: Coordinator Approval - Coordinator: Changing Breeds

  3. Gifts

  4. Non Glasswalker / Boli Zousizhe learning Chaos Mechanics - PC: Coordinator Approval - NPC: Coordinator Notify - Coordinator: Changing Breeds

        A Garou Nation Tribal specific gift is a gift that is single sourced to a single tribe and does not appear anywhere else in any other Garou Nation Breed, Tribe or Auspice

      2. Swiping a Garou Nation Tribal Camp Gift - PC: Disallowed; NPC: Disallowed.

Justification / Explanation

Swiping is a powerful mechanic that needs this type of oversight. This is my middle of the ground compromise and solution as opposed to the other alternative route of: 

 

The use of ‘Swipe” - PC: Coordinator Approval; NPC: Unregulated. Coordinator: Changing Breeds

 

I didn’t go this route (despite a significant amount of requests fielded to my office that I consider doing so) because I do not think that level of micromanagement is something that will benefit the org, my office, or the players involved playing Bastet PCs and their chronicle STs.

 

This route clearly lays out what you can and cannot swipe and leaves as much power in the ST hands as is humanly possible at this point in time. 

 

I have a list of all the tribal specific gifts that are impacted by the Garou-Nation clause; I didn’t list them in the bylaws because of bloat. 

 

As to why now; people have been asking for a Swiping rework and top down example for both my previous term and the two CBCs prior to me.

 

This is that rework. 

 

As to why there’s also a segment here on 2/3rd Vote PC gifts: I am being specific in my language here that these special gifts are not being taken completely off the table; they are simply being rephrased to be something that has to be quested after and earned, with the cooperation of the creature type involved. These players of these 2/3rd vote PCs are more than willing to teach their special powers on a case by case basis but this regulation allows them the ability to protect and gatekeep that which they put together a council prop to get access to while also leaving it open for STs to make a solid case with NPCs of the same rare splat.  

 

These are not gifts that should be learned for ‘free’.

Legacy

Swiped “Disallowed” material: None, XP should be refunded to impacted PCs should this prop pass. 

 

As a note towards transparency, this legacy disallowment includes my own PC. I have a few gifts that are impacted by the above regulation that I will lose off my sheet, including what is arguably my favorite gift on my character's sheet.

 

I still think it's necessary. I think this will make things better and that it will lead to a more enjoyable experience for everyone.
