I, Danielle Frink, as the Head Coordinator, propose the following changes and updates to the Administrative Bylaws. Each change will have the separate rationale for it following the proposed changes.   

 

Remove Administrative Bylaw 3.E.

3.       Proposals and Voting Procedures

E.       All proposals that meet the requirements to automatically pass shall be recorded on the online Vote Management System as a single vote in favor of the proposal with the comments section noting, “Automatically Passed due to Lack of Objection.

Reasoning: This bylaw is redundant as the explanation of Autopass votes is including in Administrative Bylaw 3.B.iii.1.




Change Administrative Bylaw 4.A.ii.

Currently reads:

4.       Coordinator Elections

A.      Head Coordinator Elections

                                                             ii.      Nominations for the position shall open on January 25th and close at the same time on February 1st.

Change to:

4.       Coordinator Elections

A.      Head Coordinator Elections

                                                             ii.      Applications for the position shall open on January 25th and close on February 1st.



Reasoning: Our current process to become the Head Coordinator is for an individual to apply for the position, not to be nominated. As applications are opened by the Web Team, and the period is closed by the Head Coordinator, it’s not always possible to get them closed at the same time on February 1 as they were opened on January 25.




Change Administrative Bylaw 4.A.iii.

Currently reads:

4.       Coordinator Elections

A.      Head Coordinator Elections

                                                           iii.      Voting will last until February 14th. In the case of a tie, voting will be held February 15th through the 22nd with the former Head Coordinator serving during the interim. No other proposals may be passed or introduced during this runoff.

Change to:

4.       Coordinator Elections

A.      Head Coordinator Elections

                                                           iii.      Council discussion will start as soon as all applicants are added to Council. The vote will open on February 8th and close on February 15th. In the case of a tie, voting will be held from February 16th through February 23rd with the former Head Coordinator serving during the interim. No other proposals may be passed or introduced during this runoff.



Reasoning: This update reflects the procedures that have been in use for the past several years – a week of discussion, followed by a week of voting. The runoff dates have been adjusted slightly to allow for people to get sleep and not be required to be awake at midnight when the first vote closes to immediately open a new vote.





Change Administrative Bylaw 4.B.vii.

Currently reads:

4.       Coordinator Elections

B.      Other Coordinator Elections

                                                          vii.      All candidates for Coordinator positions will be put on Council during the fourteen day discussion period, and election week, to defend and explain their platforms. Those not elected shall be removed once the voting period is done.

Change to:

4.       Coordinator Elections

B.      Other Coordinator Elections

                                                          vii.      All candidates for Elected Coordinator Positions will be added to Council for the seven (7) days of discussion and seven (7) days of voting to answer questions and explain their platforms. Those not elected shall be removed once the voting period is done.

Reasoning: This change reflects the current process, both on the time frame candidates are on Council, and that it is only applicants for Elected Coordinator positions who are added to Council during this period.




Change Administrative Bylaw 4.D.i.

Currently reads:

4.       Coordinator Elections

D.      Election Procedures

                                                               i.      Elections, while public, will only show which game has voted, not who they have voted for until after the voting period.

Change to:

4.       Coordinator Elections

D.      Election Procedures

                                                               i.      All election votes will be blind, meaning that no one may see how a chronicle voted or any comments they have made until the voting period closes. All that will be shown until the voting period closes is which game has voted.



Reasoning: These changes clean up the language and explain what blind voting is.
