Pursuant to Coordinator Bylaw 3.C.iii.5, as the Demon Coordinator, I, David Niemitz, in my duties as said Coordinator, hereby propose the following modifications to the Demon Office Territory claim of Imperial County, CA. Disposition and supporting justification for the Territory change is described below.
This proposal carries the potential to autopass.

With the conclusion of the Ebon Legion Unfolds its Wings plot that passed Council in 2016 (http://www.owbn.net/votes/93896), Archduke Abaddon and his followers in the Ebon Legion have retreated from the Amazon and raised a new Bastion in the Chocolate Mountains near Slab City.
The entirety of Imperial County, CA, is held as Demon Office Territory, but I see no need to restrict backgrounds in other parts of the County, only in this immediate area.
Backgrounds set prior to this move will continue to require only Notification, but moving forward Backgrounds set after the time of the move will require approval, to ensure they are in line with the presence of an Infernal Bastion and a powerful Earthbound controlling the area.
