[Proposal][Genre][Bylaws][Auto-Pass] Change to Abombwe approval process

I, Margaret Hill, as Anarch Coordinator, propose the following changes to the Character Bylaws. This proposal has the potential to Auto-Pass;

27.  Abombwe - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Anarch

1. This applies to Combination disciplines with Abombwe as a prerequisite.

Rationale: This Discipline is found almost exclusively within the Laibon which are Anarch Coordinator approval, hence their power should also be at Anarch Coordinator approval.

This prop is made with the blessing of the Gangrel Coordinator.

Grandfathering is applicable.
