[Proposal] Dharma 6 PCs

I’m making the following proposal as Kuei-jin Coordinator per 3.C.iii of the Coord Bylaws. 

 

Short version and commentary: This would align the Glass Ceiling section with section I 1 of the Character Bylaws, which has said for years that a dharma 6 Kuei-jin PC is Coordinator Approval, but would retain the limits on disciplines and rites for PCs.  It would also specify that Dharma 6 would only be allowed for PCs with Coord approval and a binding agreement.  

 

Reasoning: This is basically a work around for an annoying thing in the Kindred of the East rules, where Dharma level is directly tied to position and to positional status, so PCs can't be Mandarins or Ancestors (aka Primogen / Princes) by the book.  This works fine for tabletop, and is okay for a LARP in which there’s one visiting Kueijin PC, but doesn’t support KJ centered games and places a substantial limit on politics for Kueijin PCs.  I wrote in the packet as a quick band-aid fix that in the western hemisphere sometimes Dharma 5 folks are allowed as Mandarins, but this would be a way to bring our genre in line with the books while still maintaining controls on powers available to PCs, and clear up an existing contradiction in the bylaws.
