[Salubri] New(Updated) Packet and Requisite Bylaw Changes [BYLAW ADDITIONS][Packet][NO GRANDFATHERING]

I, Zac Race, in my capacity as Salubri coordinator, do propose the following for consideration by council. The bylaw update for Countermagic has the support of the Tremere coordinator.

 

This has the possibility to autopass(I think?).

Additionally, here is the final version of the packet that I would like to submit for your consideration. 

 

I will pre-emptively answer a question I know I am going ot be asked - Watcher Valeren is Notify for NPCs and Disallowed for PCs. I am aware that my this runs counter to my stance on it bein inappropriate for my genre in OWBN. The reason that I have changed the way I have requested this bylaw is that I do not want to take a tool out of a storyteller's toolbox. I trust our storytellers, and am making the assumption that we won't have ten thousand NPC Salubri with Watcher Valeren. With great power comes a responsibility to use it intelligently. I trust that will happen. If we find out it doesn't, then I'm certain Council will correct me.
