Currently, we do not have a universal approach to making sure that Canon NPCs are officially under the control of the appropriate Coordinator, or shared jointly between Coordinators or the Coordinator and a chronicle. While our bylaws state directly that all Published Canon Characters automatically belong to the appropriate Coordinator (Character Bylaws 5.C.i.), there are quite a few that are currently logged as belonging solely to individual chronicles.

This has led to a number of disputes when a new Coordinator stumbles upon this situation by attempting to use a Canon NPC only to be told that it belongs to an individual game. The primary problem revolves around who is logged, in the R&U Database, as having control of the NPC. The vast majority of Canon NPCs are not logged, or not listed as officially "owned" by anyone.

As logging all of these would require a great deal of time on the part of our Archivists, we would like to hear from Council on what the org would like to see done here. The options we have come up with are listed below:

  1. All Canon NPCs must be logged in the R&U Database before they can be used.
  2. Canon NPCs can be logged as necessary, to officially clarify control.
  3. Binding Agreements are sufficient for cases of joint control or exceptions to the bylaws.

As this is a poll regarding the application of our bylaws, this may be discussed with players - in fact, we encourage it!
