I, Scott Logan, as Mummy Genre Coordinator, hereby propose the following changes to Character Bylaw 10.k.ii.:

Reasoning: Two birds with one stone!

 

On one hand, I can deregulate the tools storytellers have to use however they want by changing these items to unregulated for NPCs. More power to the ST's.
 
On the other hand, I've had it pointed out to me that the intention and implementation of this bylaw is not as clear as I'd like. It's supposed to make it so that creatures of Apophis (Wyrm-critters like Vampires) aren't running around with Mummy items on their sheets unless they came from a Bane Mummy, and Bane Mummies are still pretty rare.With this alteration, PC mummies can make items for NPCs without any issues or need for notification unless they start creating custom content that is in violation of the spirit of the genre, but this prevents having to regulate custom content at the Coordinator level.
