[OWBN-Council] [Proposal] [Bylaws] [AutoPass] Clarification of Assamite Clan Friendship

THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):

3. Coordinator Duties

C. Genre Coordinators

iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

   1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.

PROPOSAL

I, Chase Jelliffe, as Assamite Coordinator, hereby propose the following change to bylaw 10.m.v:

From:

Clan Friendship: Assamite - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Assamite

To:

Clan Friendship: Assamite - PC: Disallowed - NPC: Disallowed - Coordinator: Assamite

Clan Friendship: Schismatic Assamites - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Assamite

Clan Friendship: Loyalist Assamites - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Assamite

Clan Friendship: Assamite Antitribu - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Assamite

Renumber the current 38-49 as 41-52.

Reasoning: Assamites are unique to other clans where instead of simply having a main clan and an unorganized Antitribu, they have organized clan structures in the Camarilla, Sabbat, and the Independent Faction known as Loyalists. Being a Clan Friend to the Schism could very well make the individual an enemy or target of the Loyalists and vice versa. Therefore it is appropriate to separate them. Clan Friendship: Dispossessed does not exist because the Dispossessed Assamites are islands to themselves and aren’t organized.

Legacy Exemption:

Camarilla and Anarch PC’s that have Coordinator Approval for Clan Friendship: Assamite, will be changed to Clan Friendship: Schismatic Assamites.

Sabbat PC’s that have Coordinator Approval for Clan Friendship: Assamite, will be changed to Clan Friendship: Assamite Antitribu.

There currently aren’t any Independents logged as having Clan Friendship and if there are any, they will not have a Legacy Exemption. The Loyalists have no known friends.
