I, Eric Lyakhovetsky, in my duties as Changeling Coordinator hereby propose the following change to the character bylaws:
 
Note: This proposal does not require a second, and will auto-pass if no objection is made.
 
i. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinators the opportunity to respond and/or make changes/remove the proposal and its contents.
 
I propose the removal of the following items from changeling R&U:
10.G.i. : Changeling Creature types:
Remove all items.
 
The three segments in question here are Ghille Dhu (coord notify), standard Selkies (defined as those in costal games) (coord notify) and nonstandard Selkies (defined as those outside of costal games) (coord approval)
 
Rationale: While these kiths are moderately uncommon, the offices of the changeling coord do not feel there is any meaningful need to regulate them. They do not pose any mechanical balance concerns, are unlikely to be disruptive to games, have no significant population problems and do not do anything to influence larger political aspects of the genre. I see no reason they require regulation beyond the ST level and wish to release control to support that.
