[Bylaw change] Title and Secret Societies for Changeling

I, Eric Lyakhovetsky, in my duties as Changeling Coordinator hereby propose the following change to the character bylaws:
 
Note: This proposal does not require a second, and will auto-pass if no objection is made.
 
i. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinators the opportunity to respond and/or make changes/remove the proposal and its contents.
 
I propose the addition of the following items to the changeling R&U list

2. Characters with Title 5 (PC: Coordinator Approval) NPC: (Coordinator Approval) Coordinator: Changeling
3. Characters with Title 6 or Higher (PC: Disallowed) NPC: (Coordinator Approval) Coordinator: Changeling
4. Membership in the following organizations: The Cat’s Cradle, the Beltaine Blade, the Red Branch of Ulster, the Shadow Court, the Crystal Circle, the Golden Sickle, the Ranters and the Catacomb Club (PC: Coordinator Notify) NPC: (None).
 
Section 10.G.iii.2 of this proposal will allow Grandfathering if the PC/NPC and STs are willing to abide/come into compliance with character bylaw 8 *and* have the consent of games in their state to have such a PC/NPC ruling over it *and* there is no other duke or duchess within that same state except in the cases of the PCs/NPCs being married or co-ruling in some other genre-supported fashion. Second 3 of this proposal will not allow Grandfathering and this shouldn't impact anyone as hopefully no one had ever allowed a PC king or queen anyway. PCs and NPCs would have 30 days to come into compliance.
 
Rationale:
 
We’ll start with the easy one. Number 4 is a list of changeling (or semi) secret societies. While I have no desire to see membership in any of these denied, it will be very useful to know how active they are in the org, as well as to have a list so that I can employ them in national plot should there be enough PCs to warrant such. Some of them should be hard to get into, but STs should be able to handle any details involved there-in.
 
Next onto PCs with title 6 and higher. Title 6 and higher is reserved for Kings, Queens, their direct heirs and High Lords/Ladies. All of these are cannon characters as it is and represent a level to which is likely no PC should ever ascend and, if that were ever somehow the case, they would certainly need to become NPCs. These people rule entire changeling kingdoms or abide the loyalty and command of entire changeling houses. They’re NPCs.
 
Changeling with title 5 represent individuals of the title Duchess/Duke. The changeling structure is a feudal one, with each individual who is a noble being beholden to the lord who grants them their title. Duchess is the rank below Queen and thus is granted by the Queens of Concordia or elsewhere, all of whom are canon and controlled by the changeling office. Thus, it only makes sense that the approval of this rank lies with the office which controls the NPCs capable of granting it. Having such a title not only requires an oath of fealty IC, but also regulation as per Character bylaw 8 (which outlines service to coord NPCs). In truth, PCs shouldn’t really have Title 5 for the most part, as duchesses rule over entire states (there is no Duke of Palm Springs, FL, for example. That’s a baron.) and few games have a territory which covers so large an area. But some already exist and the office of the changeling coord does not wish to disrupt that level of entrenched RP or discount the possibility that it might happen in the future. However, the office does wish to have oversight who these NPCs appoint to such powerful state-wide positions and to make sure we don’t have 3 duchesses ruling the same state.
