Rarity Change due to ongoing storyline

Justification:

 

The Seasons of Change plotline (Propped in conjunction with the Camarilla Coordinator's ongoing plot) is in Part 2: Summer. In Part 1: Spring, we re-established ongoing "ripples" causing the Brujah to continue changing. At this time, I feel that to encourage this the decision to allow both Kairos and Dispassionate Brujah should be deregulated and given to the local storytellers. Notification to the Coordinator's office is solely for demographic purposes.

 

The drop in rarity for True Brujah is for the same reason. While Seasons of Change focus primarily on the Changed, there is a very strong connection to the True Brujah. In recent years the True Brujah have taken action regarding the changed, by moving them to the Coordinator approval category, we are more likely to open the possibility that any future actions are taken on the PC level rather than the NPC level. This office prefers to put as much of the action for this story in PC hands as possible.

 

Note: STs should not change PCs without the buy-in of the player. This note will be placed in the packet when we discuss the changed.
