[Proposal] Character Bylaw 4 Change

Enigmas of Rage hereby proposes the following changes to Glass Ceiling Character Bylaw. It would cause adjustments to Character Bylaw 4. A. ii, 4. C. ii and adds the 4. E. and 4. F. sections. Everything that is changed is marked in red. Removals are in red and struck through.

Glass Ceiling

Vampire PCs are restricted by the following:

Any PC who drops below 8th generation must be retired to NPC.

The highest attainable level of any discipline for a player character shall be advanced.

Changing Breed PCs are restricted by the following:

Any PC who reaches the 6th rank (the Legend equivalent) must be retired to NPC.

Kuei-jin PCs are restricted by the following:

Any PC who attains a Sixth rank of Dharma must be retired to NPC status

The highest attainable level of any discipline or rite for a player character shall be advanced.

PCs cannot be transferred between players
-
A PC may only be be portrayed by someone other than it's original player, with ST oversight for up to 3 game sessions

PCs taken over by the soul of past diableries are exempt from this regulation.

No Changing Breed PC may attain Legendary gifts or rank 6 rites.

No Vampire or Kuei-jin PC may attain Disciplines or Rituals above Advanced.

No Mage PC may attain Spheres, or Rotes above 5.

No Changeling PC may attain Realms, Arts or Dark Arts above 5.

No Wraith PC may gain Arcanoi, Dark Arcanoi or Way above Advanced

No Spectre PC may gain Arcanoi, Dark Arcanoi, or Way above Advanced.

No Imbued PC may gain Edges above Exalted.

No PC may obtain arch levels (6 and above) of hedge magic or the facsimile there of (Bastet Cat Magic, Uktena Magic, Gangrel Rune Magic, etc.)

PC’s are prohibited from possessing any Wonder, Device, Fetish, Enchanted item, or Artifact which contains any power which has in it the equivalent of legendary gifts, rank 6 rites, Elder (or above) level disciplines, Elder level rituals, sphere’s above Master level, rotes above Master level, Realms above 5, Arts above 5, Dark Arts above 5, Way above 5, Arcanoi above Advanced, Dark Arcanoi above advanced, Way above advanced, Hedge Magic at arch-level, or Edge above Exalted.

The reason for this bylaw is that we believe that everyone should be universally limited in power levels attainable. Vampire and Kuei-jin are already limited and thus so should everyone else.
Because of the nature of the Glass Ceiling Bylaw, no Grandfathering will be allowed. PCs will have 30 days to come into compliance or otherwise be considered retired to NPC Status.

Ultimately, this has little actual positive impact on play and some negative repercussions. Especially for Mage, the restrictions on rotes and wonder are non-workable. For example, Entropy 7 lets you control evolution - which means that Life effects at 5 and under that deal with evolution are prohibited. Spirit 9 lets you awaken an avatar - which means that Primers, a wonder/item that can be explicitly made with Spheres under 5, cannot exist in OWBN. Among other things, Correspondence 8 lets you enter the Umbra - which means that the way this is written, Spirit 3 rotes that let a mage cross into the Umbra are forbidden, because they have the "equivalent" of a level 8 power. This bylaw will require me and every other Mage ST to either continually violate the bylaws or restrict our PCs in a nonsensical and not-fun manner, as we continually have to evaluate whether or not a low level sphere effect could potentially be interpreted as "equivalent" to one of the abilities granted by the arch-level spheres.
