I, Bruce Lindsay, Council Member of UTR-Under the Rock, Rockland NY, in accordance Administrative bylaw 3.A.i, do hereby propose the following:
The Chronicle
Nova Friburgo, RJ: Rise of Kraken
Has been placed on probation for lack of paying Dues.
The HST Estevam Barros has decided to fold the game in light of many reasons.
Many PCs wish to transfer, but per the bylaws they cannot.
In light of this situation, in accordance with Administrative Bylaw 5.C.i.3
"Council can discount dues for a single given chronicle due to extraordinary circumstances, international exchange difficulties, or similar reasons with a simple majority vote."

I propose the Chronicle's Dues from 2014 and 2015 be waved and the PCs be allowed to transfer.
