Proposal Type: Bylaw Revision

I Rob Beckett, CM for Bradenton: Chaos and Entropy submit the following proposal.

There is a loophole regarding regulation of the Changed that I have recently found while researching other matters. It leaves the 3rd classification of changed completely unregulated.

Having written the original prop for George Dommit, then the Brujah Coordinator, I can assure you that it was neither his nor my own plan to forget regulating this portion of the changed.

This portion of the changed was written because a single character received both changes, and caused much confusion on an OOC level.

It was always intended that each version of Changed Brujah be regulated the same way. Therefore I propose that the Rare and Unusual Bylaw be modified as described below.

Grandfathering will not be included in this prop for characters who did not otherwise receive approval from the Brujah Coordinator's Office to play this type of character. Those characters who have received prior approval from the Brujah Coordinator's Office shall retain it if this proposal passes.

Original full text can be found at http://www.owbn.net/votes/71680. The relevant portion of the prop creating the types of changed is quoted below.

Relevant portion of varients prop.
"5. Special Cases: Some may have changed during the Year of Fire that received both Temporis and the True Brujah Clan Flaw. While mechanically they would seem to  fall under the True Brujah listing, they are something different. It was not the goal of this plot to repopulate the True Brujah artificially. Childer of these characters will manifest either the True Brujah Flaw or Temporis as determined by their storyteller. They will be approved and logged appropriately as either Dispassionate or Kairos."

I have discussed this prop with both Emily Milham the current Brujah Coordinator and Chris Foster, the other candidate for next term. All three of us agree that this is a thing that should be done.
