Use of Onyx Path Material

As per Administrative Bylaw 11.A - White Wolf/CCP/Onyx Path/By Night Publishing Source Materials
To allow time for all members of OWBN to research new materials as they become published a ban shall be placed on the acquisition of any new power, ability, background, item, item card, merit, flaw, etc. from any new publication outside of an OWbN approved Packet made after January 1, 2010 by any PC or NPC, which may be released following a three-month period by vote of Council. Meta-plots, as passed by Council, are exempt.
I propose that the Onyx Path 20th Anniversary Edition books be released to general use by OWbN Chronicles.

As OWbN was founded and still uses to this day of the previous edition White Wolf books for the Classic World of Darkness, including the Table Top Books, I propose continue on as we used to as an org when White Wolf was actively releasing Classic World of Darkness Books. The Onyx Path is the successor to White Wolf and continues to release new Classic World of Darkness titles.
Just as games are now allowed to use By Night Studios rules, I propose we also be allowed to use the new material being released for the Classic World of Darkness by Onyx Path.
Though the Onyx Path 20th Anniversary Edition books are written as Metaplot agnostic, there are some optional plot updates within the new books. This proposal does not implement any of these new plot options. Rather, if OWbN wishes to use any of these presented plot options they are to be proposed separately from this proposal.
Additionally, this proposal also covers the new Revised edition books that have been released by Onyx Path. Which are listed below and if passed would be allowed into play for OWbN.
- Dark Ages: Darkening Sky
- Convention Book: Syndicate
- Convention Book: Void Engineers
- Convention Book: New World Order
Additionally, some these books contain things that are currently regulated by OWbN. These things will remain regulated as they currently are. However, anything new that still falls under those categories will do so automatically as well. For example, the new Anarch Combination powers will fall under R&U regulations for Anarch Combination disciplines. If the Coordinators in charge of these new things desire to change this or release MET conversions for them, they are free to do so.
A second earnest request of Storytellers in OWbN is to exercise caution and good judgment regarding new Disciplines, Merits, etc that are obviously made to replace or update currently existing iterations. Examples are the new versions of Quietus and Serpentis in the open development for Lore of the Clans and Dark Ages 20th Anniversary edition. Again, games would be free to use these changes and adapt them as they see fit for their games, but does not change anything R&U or anything new that would fall under existing R&U categories. The Coordinators are of course free to change this and add them to packets etc as they see fit. However they are allowed for play in OWbN.
One World by Night has long since adapted all of the Revised and previous edition Table Top books for use in the org. Onyx Path is the continuation of that and as such the org should continue on as how it used to. We use the Laws Revised edition for our MET rules, and those rules were specifically written in mind to adapt Table Top rules into MET. Which is what One World by Night has been doing since inception. As such this proposal will bring back that ability as well as allow new material from the Onyx Path.

The too long to read version: Games will now be allowed to use The Onyx Path books in addition to being able to use the BNS rules for house rules. This proposal cover all use and future use of Onyx Path books by One World by Night, but again separates it from any Meta-Plot updates they may do in those books; which need to be proposed separately from this. We already approved Werewolf 20th anniversary edition for use as well as parts of V20 Children of the Revolution that has passed by council. This will allow for the remainder of those books and for future books to be used in OWbN as well.
This proposal will need a second and is of course welcome to feedback and suggested amendments.

There is no want to go out and buy new books for simply the mechanics to cherry-pick, while ignoring the story written into the new books and still using things from the 1st/2nd/Revised editions.
