REASON:

The Infernalist Power "Forsaken" has been revised in the Guide to Dark Thaumaturgy in order to be balanced for game-play and is arguably similar to similar powers with much lesser regulation such as the combo discipline "the Vanishing." The Earthbound will be moved to the Coord-Approval category.

   b. NPCs gaining Infernal Investments are expected to keep Investments within the parameters and constraints of this Packet.

REASON:

Lots of fluff language has been eliminated, the Investments section has been made specific and works well to compliment the packet's rarity system. Earthbound and extremely powerful Demons and items/powers that detect Infernalism have been defined as needing Coord Approval (they always did as far as the packets were concerned, just it was never added to the bylaws). The section about Dark Thaum rarities has been removed because the rarities of Dark Thaum are regulated by the new Dark Thaum packet.
