This proposal was objected to by Columbus in Darkness and now goes for a Council vote -
This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):
3. Coordinator DutiesC. Genre Coordinatorsiii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
PROPOSAL
The Demon Coordinator is proposing to replace the current Infernal Packet with the new genre document: OWbN Infernalism: Guide to the Infernal
SUMMARY
This is a large revision to the genre which seeks to move the genre closer to the printed sources. Though the packet focuses a lot on topics which would be useful for mainly Storytellers, a good amount of time has been spent ensuring that the most true-to-the-book and balanced versions of the rituals, summoning and powers are presented for both players and Storytellers. This packet conforms to CCP specifications which will allow it to be listed publicly on the OWbN Website.
Some may note that the Cults section is missing. This is because the cult section of the current Infernal Packet will be spun off and provided as a non-binding Genre document to Infernal Cults. Actual membership in the Cults will still require approval as that is already in the Bylaws.
As normal, Grandfathering will be in effect up to 30 days after the Document passes Council.

I've tried to list all Bylaw changes (with their reasons) are necessary to enforce this document are clearly listed below with all the changes in RED.

REASON:Lots of fluff language has been eliminated, the Investments section has been made specific and works well to compliment the packet's rarity system. Earthbound and extremely powerful Demons and items/powers that detect Infernalism have been defined as needing Coord Approval (they always did as far as the packets were concerned, just it was never added to the bylaws). The section about Dark Thaum rarities has been removed because the rarities of Dark Thaum are regulated by the new Dark Thaum packet.==========================================================CHANGE #6 - R&U Bylaws, Section 3.H.
