[Bylaw Amendment] Path of Mercury/Praapti administration

Per Character Bylaw 8B, Blood Magic Coordination:
"i. The administration of each clan's blood magic shall be the responsibility of the individual genre Coordinators; however, a genre coordinator may appoint a sub-coordinator for this purpose.
   1. These coordinators shall come to a consensus on who should supervise any path or ritual not clearly defined as a single clan's responsibility.
   2.  The administration of Thaumaturgical Countermagic falls under the responsibility of the Tremere Coordinator.
      ii. A vote of the OWBN Council may be called if a consensus cannot be reached."

I, Alex Rushing (Tremere Coordinator), Will Lee (Ravnos Coord), and Jennifer Leyrer (Setite Coordinator) propose that the Path of Mercury be considered proprietary to the Tremere Coordinator and Path of Praapti be considered proprietary to the Ravnos Coordinator (for non-Setite Sadhana) and the Setite Coordinator (for Daitya with Sadhana).

Justification
Blood Sacrifice, page 64, states: "Many Indian manuals of magic promise to teach Praapti, the power of instantaneous travel. The sadhus developed a path devoted to this power."

and: "The Indian Tremere helped their European colleagues develop a Hermetic version of this path, called the Path of Mercury."

Blood Sacrifice, page 42, states: "Millenia of contact between the Middle East, Egypt and India result in a few ashipu knowing versions of the Path of Duat ... or the Path of Blood Nectar." There is no mention of Path of Praapti in this source material.

The Arcane Compendium 2019, page 11, further states: "Non-Tremere clans who possess their own form of Thaumaturgy/Blood Magic may not possess or convert rituals or paths listed in this section unless their clan already has those rituals or Paths available to their paradigm."

There is no mention of any other paradigm possessing access this path of blood magic in the source material to anyone other than Sadhana practitioners and Thaumaturgists.

THEREFORE
Due to conflicting wording in several packets, it is felt by the Ravnos and Tremere Coordinators that the Coordinator Team cannot reach a consensus on this matter.

Character Bylaw 8B will be changed from

to

"8Bi2. A vote of the OWBN Council may be called if a consensus cannot be reached.

8Bi2b. The administration of Path of Mercury falls under the responsibility of the Tremere Coordinator.
8Bi2c. The administration of Path of Praapti falls under the responsibility of the Ravnos Coordinator and the Setite Coordinator.
8Bi2ci. The Ravnos Coordinator is responsible for administering Path of Praapti to non-Daitya with Sadhana.
8Ni2cii. The Setite Coordinator is responsible for administering Path of Praapti to Daitya with Sadhana."

This proposal will not allow for grandfathering; any PCs with Path of Mercury or Path of Praapti will need to be approved by the appropriate Coordinator. There are less than 10 PCs in the org with either of these Paths, therefore approvals will not be a burden.

This proposal cannot autopass.
