[Bylaw Exception] 2014-15 Conclave

In accordance with Administrative Bylaw 10b2:

Bidding for Global Conclaves opens each year on January 2nd for global conclaves to be held between July 1st of that calendar year and June 30th of the subsequent year.

As it stands with elections having been moved, it is impossible to guarantee that existing Clan/Camarilla Coordinators will be in office at the time said Conclave is held.

In addition, recent IC events have led to a hopeful announcement of a Conclave.

As such, I propose that bidding for the next Global Conclave open this year on June 2nd for a Global Conclave to be held between December 1, 2014 and November 30, 2015.

The spacing of the dates matches that from the current bylaws, it simply moves the starting date forward in the year.

The rest of the bylaws would still apply, in that bidding would remain open for six weeks, after which the coordinator team has two weeks to review them and add comments, followed by normal voting procedure on Council (one week discussion, one week voting).
