[PROPOSAL] Ventrue Perfect Infiltrator Rarity Change

OWbN's Coordinator Bylaws, section 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
As a genre proposal, this will auto-pass in 7 days if not objected to.
Background Information:
After moving to the new OWbN.NET website and exploring the Archivist tools made available to me, I discovered that Perfect Ventrue Infiltrator NPCs composed a large amount of my R&Us. I queried the Ventrue player-base via Scepter-OOC and this prop is the result of that discussion.
This prop aims to make certain that, before Chronicles begin introducing individuals who will be circumventing the Ventrue Clan Advantage, that they first seek the approval and advice of the Ventrue Coordinator. It also removes a layer of bureaucracy by simply making all perfect infiltrator Ventrue characters Coord Approval.
Proposal:
The Ventrue Coordinator is proposing to move the "Perfect Ventrue Infiltrators*" entry from Section 3.C.1 (Rare) to Section 3.D.1. (Coord Approval).
In order to do this, the following entry will need to be removed from Section 3.C.1. Rare (PC: Majority Vote, NPC: Notification to Council and logged with the Archivist)
- Perfect Ventrue Infiltrators*
This entry will then need to be added back into the Bylaws, in Section 3.D.1. Coordinator Approval (PC: Appropriate Coordinator Approval and Logged with Archivist, NPC: Appropriate Coordinator Approval and Logged with Archivist.)
