[PROPOSAL] Increase of Starting XP Cap to 60 Points

I, as CM of Paducah: Edge of Chaos, hereby propose the following change to Character Regulation Bylaws 2A and 2 B (change is italicized and bolded):
- New Character Creation
- A new player character shall be restricted to the points allowed under standard character creation in the appropriate Mind's Eye Theater rules, plus up to sixty (60) experience points.
- Any awards of traits, abilities, or other character statistics count towards this limit as the amount of experience that the player would have had to spend to purchase that particular statistic.
- Up to sixty (60) unspent experience from a previous character that has been rendered unplayable through death, retirement, or otherwise permanently removed from play may be rolled over into the new character, however the combined total from storyteller awards and unspent experience may not total more than sixty experience points for any reason. Any awards made towards the creation of a new character must be made within three game sessions of the character entering play.
- A new player character shall be restricted to the points allowed under standard character creation in the appropriate Mind's Eye Theater rules, plus up to sixty (60) experience points.
As an allowance to those PC's created just prior to this proposal, in the event this proposal were to pass, any PC created up to 16 weeks prior to that date (but no later) may be adjusted to allow for this larger initial XP award. This option is entirely at the discretion of each ST team on what is appropriate for their game.

Reasoning: Back when the 30 XP limit was put into place, gas was 1.12 per gallon, Bill Clinton was President, and minimum wage was less that $4. Times have changed and inflation is a real phenomenon -- especially in OWBN. I feel that the time has come to allow players and games more flexibility in the creation of new characters that reflect this reality. Note that this is entirely at the option of individual game ST's to use and to what extent as always -- however this will allow for new PC creation to be more well rounded, while keeping all other restrictions within the bylaws in place (such as limitations on out of clan/special discipline purchase).
We fell that this proposal will not improve the gameplay, quite the opposite it will stimulate powergaming in the Org as whole. As it is always the case players will pressure to get close to the xp cap as possible and those chronicles that do not believe XP is the really important part of a character's story will be accused of crippling said characters's sheets.
