[Proposal] R&U change Kuei-jin [Autopass]

As KJ coord I propose that KJ  of Dharma 5 or less be removed from the
R&U List.  They are currently Category F.Noteworthy PC: Logged with the
Archivist, NPC: Logged with the Archivist prior to second appearance
in game.  So their ease of access as Pcs or NPCs wouldn't change a
whole lot.

My reasoning is it would cut down on what I see is unnecissary bureaucracy
