Pursuant to:
Coordinator Bylaw 3.C.iii: Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

I hereby propose that the Canon Vampire NPC Aristotle de Laurent did not publish the Encyclopdeia Vampriaca as hinted at in that book.  This clarifies OWbN’s stance on this matter and the book in question, as it should not be in the hands of the PCs.  That is to say, Aristotle planned to publish this book but for whatever reason (either crushed by elders or he decided against it at the last minute) it did not happen.  With that in mind, as this clarifies this plot in relation to OWbN, no PC will be considered to have ever seen or had a copy of this book, without the proper OWbN Council vote required.
With that said the following vampires, who helped create this book, have copies:  Aristotle de Laurent, Beckett, Lucita, Sascha Vykos, and Nahir.
 
This proposal has the support of the Malkavian Coordinator assuming this is what council desires (she controls the other half of Aristotle).
