Change to Sect Coordinator powers

Sorocaba proposes that, if this proposal passes, the following text should be added to 3.B Sect Coordinators:

iii. Sect IC Offices, other than those under a single Chronicle's jurisdiction, may not be filled, either by PC or NPCs, without previous approval from that sect's Coordinator. That includes:

1. The Camarilla Inner Circle, Justicars, Warlord, Alastors, Archons and any other publicly known agents of the Inner Circle, Justicars and/or Warlord
2. The Sabbat Regent, Cardinals, Prisci, Paladins, Inquisitors, the Black Hand Seraphim, Dominions, Seconds and any other publicly known agents of those Sabbat Offices, including their Templars, if any.

Exclusively for this proposal, for any character to benefit from the Grandfathering provisions under R&U bylaws 9.A, information about that character shall be submitted to the respective Sect Coord, instead of the archivist.

This proposal has support from both the Sabbat and Camarilla Coords.

The main intention is to prevent the repetition of some problems with sect position appointments, as recently happened with some Archons down here in Brazil, where the sect coord was caught unaware by a Clan Coord nomination of PC Archons.
