Genre Proposal: Addition of West Coast Kuei-jin R&U

In accordance with Coordinator Bylaw 3.C.iii,
iii) Genre Coordinators must pass before Council any plot, enforced policy, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

The office of the Kuei-jin Coordinator wishes to implement the following addition to the R&U classification:

Vote Description:

West Coast Based Kuei-jin Dharma <6, (That's less than 6) Added to the Coord Approval classification and thusly requiring only the approval of the Kuei-jin Coordinator and their ST's ok for all Kuei-jin based in one of the West Coast Chronicles.

IE: Character Regulation Bylaw 9.B.iv:

iv) Coord Approval: Assamite Infiltrators, Dominate Malkavian Antitribu, Non-Assamite converts to the clan, Nosferatu Infiltrators, PCs embraced by or into Coord or Canon NPC sires/broods, PCs with history involving Coord or Canon NPCs, Relatives of famous Garou, Semi-Supernatural Kinfolk, Anarch Tremere (Pyramid loyal), non-Followers of Set with Akhu, non-Serpents of the Light with Wanga, non-Daitya or Ravnos rakta-sadhus with Sadhana, non-Tlacique with Nahuallotl, Rogue Hermetic Thaumaturgists, Rogue Necromancers, Non-Tzmisce Kolduns

Reasoning:

According to unused source material, much of the Western Coast is Kuei-jin controlled. From San Francisco to portions of Southern California and outward. (RE: San Francisco by Night, Nights of Prophecy, KoE suppliments) However, it has been the assertion of past and present ST's, my own predecessors and Coordinators past; that the West Coast was not adherent to the source material to the letter but the spirit of fun and Camarilla interests.

Therefore, I wish to implement a way for the Kuei-jin genre to be introduced more actively on this coast, at the discretion of the ST staff, within the constraints of PC's. The place that any genre really blooms is within the hands of the players, and too long has the Kuei-jin genre been slim and neglected as an added FLAVOR to Camarilla genre.
