The proposal was specifically asking that backgrounds that give a character a perfect alibi require a vote, whether for PC or NPC.

A character who is not a member of Clan Giovanni, but who is masquerading as such.

A character who is not a member of Clan Giovanni, but who is masquerading as such, with an exceptional background in-place to make them appear official.
This can include, but is not limited to, forged family records, a mentor who covers for them, or some other mechanism that thwarts attempts by other PC's to find an acurate record of the character's existance. By its nature, this means that if another character, for whatever reason, contacts a coord's office to find record of said person, the coord is required to lie to the player seeking the information, because it is an "approved background".

I don't have any problem with people setting up infiltrations in-game, or just saying that they're "joe giovanni from Florida" and lying through their teeth IC.
