Revision of Bylaws, Section 2: Proposal and Voting Procedure

Proposal:So that the OWBN-ST list may be used for plot discussions and not administrative matters, so that discussion on council matters can be centralized to one location without excluding storytellers, and so that confusion does not arise concerning official management of the bylaws and
proposals, the following change to the bylaws is proposed.

That section 2.D.1 Discussion be changed from

1: A proposal is posted for discussion from the Council proposal list to the Storyteller and Council list servers. This is where the pros and cons are discussed and comments made for altering the proposal.

Reasoning:

Okay. Most proposals are already now posted to the OWBN-OOC list serve, and ST's can grab them there, from their council members, or from the webpage. In my mind this is enough, I have at least two storyteller meetings during
the course of a proposal and ample time to bring up the matter.
