[GENRE PROPOSAL] Jarlhammer fetishes for Changing Breeds Coordinator

I, Brian Goudie (pavelnadolski@wildblue.net) as Changing BreedsCoordinator propose the following under coordinator bylaw 3.c.iii

3.c.iii. Genre Coordinators must pass before Council any plot, enforced policy,
R&U named characters, or binding edict they wish to use which they can
reasonably expect to affect multiple chronicles and these proposals need
not be seconded, but go immediately into discussion.

Proposal

I wish to register the 7 Jarlhammer fetishes (all named and unique
white wolf items) for the office of the Changing Breeds coordinator.

Full details of the weapons can be found in the Get of Fenris Tribe
Book on pages 84 and 85.

Reasoning
These 7 fetish weapons are an important part of the tribal heritage
for the Get of Fenris, and this will allow them to be used to further
stories for that tribe. Some are supposed to be held by major npcs for
the tribe, some are currently lost and open for recovery.

In short they all lvl 5 fetishes, 6 gnosis which inflict 2 levels of
aggravated damage per swing. They can be thrown for 5 yards per
strength related trait if the wielder is in Crinos. They each carry a
secondary power, ranging from inflicting 1 addition lvl or fire damage
to granting extra willpower to resist mind control. They are on the
whole less powerful than most grand klaives in OWBN. Their value is
