Change Bylaw Section 9 d v

The following is hereby proposed:*****
The creation of Character Regulation Bylaws 9.d.v:

v) Named Characters for Coordinators
(1) Named Characters, as defined by Character Regulation Bylaws 9.b.i, to be controlled by an appropriate Coordinator, are considered exempt from the otherwise applicable vote requirements for Unique characters,
instead falling under Coordinator Bylaws 3.c.iii.

The insertion of, "R&U Named characters," between, "enforced policy," and, "or binding edict" of Coordinator Bylaws 3.c.iii , changing the paragraph to read, "Genre Coordinators must pass before Council any
plot, enforced policy, R&U Named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."

And the creation fo Coordinator Bylaws 3.c.iii.4:

4) Passing new R&U Named characters before council is to be treated as something which affects multiple chronicles.
