I propose the following:
Administrative Bylaws Section 1: Councilors and Voting Rights
Council Membership: The One World by Night (OWBN) Council shall consist of one voting member from
each member chronicle with the following exceptions:
The Head Coordinator and Assistant Head Coordinator shall each have one (1) vote on the council. The Head Coordinator and Assistant Head Coordinator may not hold any other votes on the Council, such as being the council member for a chronicle.

six months. Quoting the Bylaws:
''4. Your admission is then voted on and you will be informed of the results (possible results are Admission to OWBN/Extended trial Period/Denial).
This Trial period will last for 6 months at which time, barring any complaints from neighboring chronicles or major problems fitting into the WOD theme as constructed by OWBN, the new chronicle be automatically granted full membership. The Orientation Coordinator shall work with the newly voted chronicle to help them adjust to membership in OWBN.''
There shouldn't be any difficulty with this proposal giving voting rights to such Chronicles.
