This is a [PROPOSAL] under Admin Bylaws 3.A and as such need to be [SECOND]ed before it can proceed to a vote, according to 3A.iii.
I hereby propose the following changes to the By-Laws.

This is the same as what I send some days ago, now without the text "a. Appearances, messages, or statements/edicts made by these NPCs by the Genre Coordinator that may impact the Sect as a whole must be approved by the appropriate Sect Coordinator."

It still requires that the Sect Coord be a party into any BA for PCs in service of the Sect, as well as in any communications involving those PCs. It also still grants them joint control of Sect key NPCs, though the lack of approvation power will leave it quite in the same situation we have today.

1. That Section 13: "PCs in service to Genre Coordinator(s) NPC" be added to the Character bylaws between "12. Accepting the Consequences" and Anathema and subsequent sections renumbered accordingly.

There will be no grandfathering of this Proposal. PCs currently in service of NPCs that fall under this Proposal’s scope must have their binding agreement reviewed, or made if none exists, within 60 days of the beginning of the next Coords’ term, or cease to be in service to said NPC.

13. PCs in service to Genre Coordinator(s) NPC

A. All player characters before they serve or perform a service for a Coordinator Level NPC at a Sect level that is not specific to internal clan structure, must have an agreement by the player of the character, the storytellers of the chronicle the PC is based in, and any Coordinator(s) in control, either sole or joint, of the NPC. This shall be logged with the Archivist and accessible to the OWbN-Exec Team in case of disputes requiring mediation. The Binding Agreement should outline the following:

i. Players rights and responsibilities

ii. Storyteller rights and responsibilities

iii. Coordinator rights and responsibilities

iv. Terms for length of service

v. An approximation of duties and responsibilities for the PC

vi. OOC responsibilities for all parties including handling communication with outside Storytellers, and Coordinators and their staff, and other PC agents.

vii. Steps to be taken if there is a changes in ST staff, changes in home chronicle for the PC and/or changes in Coordinators

viii. Stepping down/removal from the position for IC and/or OOC reasons

ix. Rewards for exceptional service or punishment for failure -- perceived or factual.

x. This agreement cannot give a Sect Coord veto power over the NPCs action, either by requiring their authorization before action or by giving them power to red-line or otherwise reverting the NPC action or by any other means, unless endorsed by the Executive Team before being valid.

B. That Binding Agreements shall be reviewed annually following Genre Coordinator elections for possible updating, revisions, or additions.

C. Due to the importance of their actions, PCs in service to a Coordinator level NPC must include their Storytellers and Coordinator(s) in control, either sole or joint, of the NPC on all communications relating to their service.

i. The Executive Team shall mediate disputes that arises from those communications;

ii. Disputes that can not be resolved by mediation shall be taken to Council;

B. Sect Coordinators
i. Sect Coordinators are responsible for:
1. Monitoring and advising on status issues within the Sect
2. Provide guidance for Storytellers on the goals and activities of the Sect as a whole.
a. Sect Coordinator and Genre Coordinators shall share joint control over NPCs deemed important to the Sect as a whole, regardless of clan.
b. The Executive Team shall mediate disputes of control and portrayal of these NPCs.
ii. To this end, Sect Coordinators shall receive all powers outlined in Section 3.C.ii as directly related to the duties outlined in Section 3.B.i.

i. Sect Coordinators are responsible for:
1. Monitoring and advising on genre issues within the Sect, including but not limited to:
a. Status
b. Rules
c. Enforcement of Sect laws, justice and customs;
2. Provide guidance for Storytellers and Coordinators on the goals and activities of the Sect as a whole.
3. Genre Coordinators and/or Storytellers shall share joint control over an NPC deemed important to the Sect as a whole, regardless of clan, with the Sect Coordinator.
a. The Executive Team shall mediate disputes of control and portrayal of these NPCs.
b. Disputes that can not be resolved by mediation, shall be taken to council.
4. Sect Coordinators, Genre Coordinators, and Storytellers shall hold a binding agreement with all PCs whom are tied in service to the an NPC deemed important to Sect as a whole.
a. This binding agreement is listed out in the Character Regulation Bylaws Section 13. for "PCs in service to a Coordinator level NPC"
5. Unless it is a matter that has an effect on the Sect as a whole, i.e. the Gangrel leaving the Camarilla, the Sect Coordinator has no control on internal, clan only matters.
ii. To this end, Sect Coordinators shall receive all powers outlined in Section 3.C.ii and 3.C.iii as directly related to the duties outlined in Section 3.B.i.
