This proposal is being put forth in adherence to Coordinator Bylaw 3.C.iii. Relevant bylaw text is copied below.

Preamble:
To better define the position of Sect Coordinator and their duties in order to provide a more consistent level of OWbN genre and OWbN canon to Storytellers, and better coordinate the NPCs that are considered 'important' to the individual sects.

Be it resolved that:

B. Sect Coordinators
i. Sect Coordinators are responsible for:
1. Monitoring and advising on status issues within the Sect
2. Provide guidance for Storytellers on the goals and activities of the Sect as a whole.
a. Sect Coordinator and Genre Coordinators shall share joint control over NPCs deemed important to the Sect as a whole, regardless of clan.
b. The Executive Team shall mediate disputes of control and portrayal of these NPCs.

Be changed to:

B. Sect Coordinators
i. Sect Coordinators are responsible for:
1. Monitoring and advising on genre issues within the Sect, including but not limited to:
a. Status
b. Rules
c. Enforcement of Sect laws and justice
2. Provide guidance for Storytellers and Coordinators on the goals and activities of the Sect as a whole.
3. Genre Coordinators and/or Storytellers shall share joint control over an NPC deemed important to the Sect as a whole, regardless of clan, with the Sect Coordinator.
a. Appearances, messages, or statements/edicts made by these NPCs by the Genre Coordinator that may impact the Sect as a whole must be approved by the appropriate Sect Coordinator.
b. The Executive Team shall mediate disputes of control and portrayal of these NPCs.
c. Disputes that can not be resolved by mediation, shall be taken to council.
3. Sect Coordinators, Genre Coordinators, and Storytellers shall hold a binding agreement with all PCs whom are tied in service to the an NPC deemed important to Sect as a whole.
a. This binding agreement is listed out in the Character Regulation Bylaws Section 13. for "PCs in service to a Coordinator level NPC"
4. Unless it is a matter that has an effect on the Sect as a whole, i.e. the Gangrel leaving the Camarilla, the Sect Coordinator has no control on internal, clan only matters.

Be it further resolved that:

"a. Appearances, messages, or statements/edicts made by these NPCs by the Genre Coordinator that may impact the Sect as a whole must be approved by the appropriate Sect Coordinator."

C. Genre Coordinators
ii. To this end, Genre Coordinators have the following powers:
1. They may create and portray, or delegate the portrayal of, NPCs as appropriate to their position.
