Fluff: Only one Nuwisha on Earth knows this rite at any given time. With it, the dead can be called back to life with a song. Just as Coyote is the only being who can teach this rite, only he can authorize its use and the consequences for defying his judgment on the matter are invariably lethal.
Mechanics: The Player Spends 1 point of Permanent Gnosis to resurrect an individual.
So, the other res powers in White Wolf are regulated in similar ways in OWBN already. I chose to split the difference here and allowed a more 'lax' rule so that say, at an event game, it might be easier to get a PC resed or an NPC res'd if it's thematically appropriate (ala Spring 5) but it will be difficult to raise someone back from the dead who's been in the ground awhile so to speak (ala Death Bear)
Furthermore, while I don't wanna take tools out of PC hands, there's nothing currently that says non-Nuwisha can't learn this rite and, yeah, that's a no from me. :)
Allowed, for Nuwisha PCs and NPCs and the Nuwisha PCs and NPCs alone.
