I, Eric L, as the CM for TwD propose the following addition to the administrative bylaws

 

3.A.ii.

  6. Each council member is limited to 2 responses per calendar day on a given proposal or discussion, excluding the proposing council member/coord, who may respond ad lib. This excludes elections of coordinators. In the case of a genre regulation or genre change proposed by a CM, the appropriate coord is also excluded from this limitation.  

 

Rationale:

So, right off the bat, I’m not going to pretend this isn’t going to tick off some folks. However, whenever any important topic hits council, it cascades into an unmanageable 100+ email chain. Any given time, only about 5-8 chronicles are responsible for 90% of these posts. Their voices are magnified greatly and the volume/timeframe of these responses is deeply challenging for less active chronicles to match. Thus, some opinions are deeply over-represented while others hedged out by the crush, while many CMs simply cannot or do not wish to engage in that kind of volume. It also encourages blithe, off-the-cuff responses which are not particularly well thought out.

The goal of this proposal is to allow for a broader range of voices to be heard and to make the crush of email around important proposals more manageable. It still allows for upwards of 14 responses per chronicle over a discussion period, which should be more than enough to get one’s points across. This sort of limitation has a good deal of precedent in other council/parliament systems in which representatives have limited clocks during which they may speak.

It is my sincere belief that we would be benefitted by hearing more from a broad range of voices and for individual posts to be better articulated and thorough. I believe this proposal will help facilitate that, even while acknowledging that those who post often will likely not favor it.
