[Proposal][Bylaw][Requires Second] Change to logging NPCs/items

I, Will Lee, CM of Bartow Badlands, propose the following changes to the character bylaws:

2. Controlled characters and items may be submitted for approval and/or vote through the OWbN website
   1. Every R&U character and item are required to be logged in with the Archivists

b.i.1. Backgrounds/merits/and other ways that represent a separate R&U item (Such as a vampire with a R&U NPC ghoul) are logged against the character, and not the chronicle.

 

Reasoning: At the moment, mainly a vampire issue, but tried to include everyone. If you have a NPC retainer of some sort, that is r and u, it’s logged against the chronicle, and must be transferred separately. It also will make keeping track of these npcs easier from a Coord side.
