[Proposal][Bylaw][Autopass] Salubri Caste and Bloodline Changing

Hello everyone, 

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. iii. 

Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

I, Zachary Cherry, as Salubri Coordinator, propose the following changes to the Character Bylaws. This proposal has the potential to autopass.

CHANGE (10. Controlled Items;  m. Vampire Controlled Items; x. Other Listings; 4. Non Kuei-Jin Vampires changing Clan/Bloodline)

4. Non Kuei-Jin Vampires changing Clan/Bloodline - PC: Majority Vote - NPC: Coordinator Notify - Coordinator: Varies

  1. The following exceptions are allowed: characters inhabiting another body for 1 month or less, Assamite Apostates/Converts, Baali Apostates/Converts, Setite Apostates/Converts, Ravnos Renascut, Children of Osiris, anyone who is adopted by another clan but does not actually alter their own Clan/Bloodline and those infiltrating another Clan/Bloodline but still retain their original Clan/Bloodline.

  2. Characters that change Clan/Bloodline to a Clan/Bloodline that have additional R&U restrictions must follow the approval process for the new Clan/Bloodline as well.

  2. Characters that change Clan/Bloodline to a Clan/Bloodline that have additional R&U restrictions must follow the approval process for the new Clan/Bloodline as well.

  1. Castes include Scholar and Thief

Rationale:

 

  • Non Kuei-Jin Vampires changing Clan/Bloodline - This change was to establish what already exists per the Salubri packet and the other Salubri bylaws. Just adding it here to remove the contradiction!
  • Salubri Changing Castes - There are instances where Salubri switch castes in OWBN canon as well as book canon (Samiel, Adonai, etc.). This is not intended to make this a common practice among all Salubri, but since it’s represented in the books, I wanted to be clear about the level of rarity I expect it to be. A Salubri changing castes should be a plot event that happens in coordination with the Salubri office. 
  • Wu Zao Changing Castes - The Wu Zao are known for changing castes with some regularity, it is one of the benefits of being a part of that bloodline. I added the additional bit about Scholar and Thief in case additional content is released in the future with more castes, or if someone attempts to attach the Watcher caste to Wu Zao.
