[Autopass][Proposal][Bylaw] Lasombra Faction Update

Pursuant to Coordinator bylaw §3.C.iii , as the Lasombra Coordinator, I, Anthony Nordman, propose the following addition to the One World by Night Character Regulation bylaws -
Add to Character bylaw 10.m.iii.6 Factions, Cults, Ranks and Positions the following
e. The Brotherhood of Rafazi - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator Lasombra
f. The Order of the Void - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator Lasombra
Rationale: These two factions are key factions in the plot "Heritage of the Void" and, as they both feature beneficial avenues for Lasombra, they are being regulated. No Grandfathering because they are very new and shouldn't already have approved members that I don't know about.
