[WITHDRAWN][Proposal] Change to character bylaws: Innate Magical Ability

As council member for Caught in Eternal Twilight (Edwardsville, IL) I, Christian Luetkemeyer, hereby propose this change to the bylaws.
I propose the addition of the following:
- Merits and Flaws
- Dark Blooding - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Salubri
- Innate Magical Ability - PC: Coordinator Approval - NPC: ST Approval - Coordinator: Sabbat
- Custom Content
- Custom Demon the Fallen Lores, and Fallen Rituals - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator Demon
- Uses of the Innate magical ability are considered custom merit content and fall under the custom content rules. Instances of its usage must be uploaded to the custom content database as a custom merit.
Innate magical ability has been used in obscene ways. I learned this morning that it has been used to get spheres. It gives vampires teleport. It lets STs let players do whatever they want.
There needs to be some transparency. When players can run roughshod over the rarity rules, balance concepts, and canon expectations with broken powers, nobody wins.
I originally asked the Mage Coordinator to be the person over this, and he said that it's a sabbat book merit, so the sabbat coord should be the coord over it. I discussed it with the sabbat coord, and he accepted that duty should this go through. He did mention that having each sect coord over it would be a possibility (as would the mage coord being the one), but after discussion, we believed that having three separate approving authorities over it would lead to more inconsistencies in what gets approved. So... someone's gotta do it, and its in a sabbat book. He is willing to take this on for the betterment of the org.
As written, there will be NO grandfathering. This is not to take everyone's toys away. REASONABLE uses of the merit will be re-approved and those players and STs will be on their merry way. Grandfathering, however, would give by-law approval for any reported jank, and that's not acceptable. If someone came and said "I have this ascendant level discipline copied as an innate magical ability", we would have to approve it in the system if there were grandfathering allowed. SO... instead, we will re-approve.
